Municipal Utility Emergency Loan Program

The Missouri Department of Natural Resources began accepting applications for no-interest loans to municipal utility entities on June 2, 2021. Municipal electricity and natural gas utilities organized pursuant to Chapter 91, RSMo, as well as municipal utility commissions organized pursuant to section 393.700, RSMo, are eligible to apply for a total of $50 million in loans for wholesale electric or natural gas costs incurred as a result of extraordinary prices between Feb. 10 and 20, 2021.

Applicants should begin the process of preparing the application packet as soon as possible. Funding is limited and complete applications will be evaluated on a first-come, first served basis.  Applications must contain all required documents before they will be stamped with the time and date of receipt for purposes of determining an applicants' position in the first-come first serve list.


Loans will be awarded on a first-come, first-served basis and will be repayable for a term of up to five years, with no penalty for early repayment. Loans will be repayable for a term of up to five years at 0% interest.
